Battery backups are great. The good ones include line conditioning and instantaneous surge suppression. I used to live in an area with lots of blackouts, brownouts, periods of low voltage, and voltage spikes. I got a good Uninterruptible Power Supply (batter backup) and my computer went from being flaky and unreliable to being rock solid. I can't promise that will happen to you, but they've worked well for me. They usually come with software that kicks in when the power goes down, gives you a few minutes to save your work and close your applications, and then automatically shuts itself off. (The batteries won't last indefinitely. They're there to give you a chance to shut down in a way that doesn't damage the software or lose unsaved work.)
