Yes they did until they came to grips that their system wasn't working, but that wasn't the point.  Besides the one-child decision, they made other changes to get away from the Soviet-style system and began to gradually introduce competition.

I don't know if they HAD to do it or not.  But in typical Chinese style they were rather brutal about it. 


It sort of backs up my long running thought that socialism/communism only works with very homogenized populations.  Basically everyone the same.   China is one of the more homogenous countries on the planet with 92% from the same ethnic group and half of the other ethnic groups basically indestinguishable from Hans.
