I agree with you, Solf. People are people. Although, I don't wish to downplay all the wonderful variety between place to place, culture to culture. I was talking about the cliche impressions people get -- usually from mass media. As I've said, it's a commonly accepted notion that people in the Middle East live in a constant state of opression, confict and terror. Yet, people I've talked to who visted there were often struck at how... well, ordinary life was for most folks over there. |

Interesting that India, which has a large nuclear arsenal, also recently tested a new rocket (successfully, BTW)- which reportedly can carry a nuke as far as Beijing. Very little controversy or negative reaction accompanied the launch, even from China. Maybe a reputation and a history of acting responsibly in international affairs counts for something.

I have no doubt that some of the spy satellites were launched under th e "guise" of the peaceful Discovery program. See, that's why it's a question. Technically, no-one currently owns space or the celestial bodies therein. The international treaties say that anyone can wander around up there as long as they're doing so for peaceful purposes like scientific discovery. But normally, you can only excavate minerals from land that you own (or have a legal lease on) but since no-one owns space, there's no-one who can grant a legal lease. Well, I guess the UN could in theory but they haven't (and Lord knows if that will hold up once we encounter extraterrestrial intelligence).
