"Daughters of Jerusalem I charge you, do not arouse or awaken love unti he so desires."

To me this verse means two things:
1. When you are in the woman in the relationship, you shouldn't give your heart to the man until he is madly in love with you (until he so desires)
2. When you live by the laws of the Torah, the Lord will make men chase after you when He feels you are ready for marriage so that you don't ever have to chase the man. 
3. You should try to keep things platonic / civil / non-romantic as long as possible, and avoid entertaining thoughts about him in a romantic way until he has long entertained those thoughts about you.
4. Also never give your heart to a man who is not willing to chase you, pursue you, wait for you and sacrifice himself for you because you don't want somebody who will divorce you or leave you when you are pregant and you don't want somebody who doesn't value you or doesn't think he is extremely lucky to have you.

I look at how the heathen woman live in this world. They try to find husbands and boyfriends for themselves by sexualizing the man and dressing in all kinds of proactive clothing. They don't realize that all they need to do is Obey God and pray for a spouse. All the other things that they do to shape their butt, their thighs, their legs, all the revealing clothes that they wear... it's all counter productive. It might keep guys interested in the short term, but it drives men of marriage material away from them. Guys may date a fun girl but they fall in love with, commit to and marry the woman of virtue. It's not about attracting a man but about attracting the right man. You do not make the man chase after you, the Lord makes the man chase after you when you are ready for a relationship. 

I sometimes have to remind myself because it's hard for me to turn off those feelings for the opposite gender but I know that in songs of solomon it says, do not arouse or awaken love until he so desires.

I think the 'he' in that verse refers to 'love', not to a person.
