It's not all that clear if the Lutherans at the time of the Reformation considered confession a sacrament or not. The Apology of the Augsburg Confession seem to indicate that it was: “[M]ost people in our churches frequently use the Sacraments (Absolution and the Lord’s Supper) during the year” (Article 11; McCain 2005, 156). |

In the "model prayer" given by our Lord to his followers (aka "Lord's Prayer"), therein lies is a true "confession"...an implied agreement with God that we continue to "fall short"...sin.
