So I just found out that my Diocese doens't have a Bishop and hasn't had one for nearly 3 years.
Maybe it is my Orthodox upbringing but a Diocese should never be without their Bishop and for such a long period of time. |

I agree. There are enough auxiliary Bishops in America, I don't see why the seat isn't filled.
My guess is that the archbishop in the closest diocese is probably administering it. But there has to be someone to give the priests their faculties. |

Currently we have a Mnsr. in place of a Bishop. His name slips my mind.

a Msgr., as the acting bishop, fills the requirement legitimately, but it's really a puzzler why he or someone else hasn't been appointed a full-fledged bishop to administer your diocese.
