It IS the law in the liberal capital of the World, San Francisco.  All new construction have to have white roofs.  However, if these new construction buildings are experiencing the energy saving I think they'll have, I betcha owners of older building will start painting their roofs white.

Even a broken clock is correct two minutes out of each day.  I believe the law SF passed on new construction is of benefit to conservative or liberal alike (unless you prefer your black roof to big-big-big savings on your energy bill...)
