As for 31 year olds, I am not sure what you are getting at. It will allow you to get a green card, and continue to stay in the US. I haven't seen the whole thing, but it is likely, like the DREAM Act, to immediately get green cards for your entire household, plus any other immediate relatives, regardless of their age. That was one of the big problems with the DREAM Act.

As to illegally making it into the country today, technically yes, you are SOL. However, since the plan is to never close the border, and give amnesty every 20 years or so, it doesn't matter to Obama or the Dems (and too many Republicans as well). Plus, you don't really think they are going to check do you? I mean beyond the, "Are you sure you came to our country more than 3 years ago?"
