This was exactly the Obama rationale for mandatory coverage. Since people get the healthcare anyway whether they are covered or not, they may as well be forced to pay for it. I agree with that, but I don't think mandatory coverage is the answer to the problem.
Discretion is the better part of valor.

to be fair, Obama did not come up with this rationale; it was in plan back when the Heritage Foundation originally proposed it. And it was a sop to the private insurance lobby...if they were going to be deprived of the ability to cherry pick healthy patients and profit from them while leaving the expensive, uninsurable patients to the taxpayers and to robin-hooding not for profit providers, they darn well wanted to prevent the healthy profitable patients from leaving the risk pool.
