The nutcase conspiracy theorists in the OP. It's like they believe that the rest of the world doesn't have golf courses and paved roads and so on. I see this all the time with conservatives assuming that Europe is some socialist hellhole. It's like they're thinking of a completely different version of reality.

I've skimmed it and from what I can tell, it's fairly standard environmental protection stuff. Anyone feels like reading through the whole thing (and, like most UN stuff, it's huge, crashingly dull and written in legalese), here's a link:
