Unlike Kan, the new guy is reported to be unlikely to substantially revise the Japanese energy sector. Kan has turned - because of the disaster - quite pro-green. We'll see to what degree the change of face will be anything else than a return to the usual "no questions asked" style that characterised the policies leading up to the Fukushima disaster. This article here points out that everything innovative that Noda has mentioned so far is essentially a continuation of innovations that the Kan government started. ajw.asahi.com/article/0311disaster/recov... I'm curious where this man's heart is: with the habits of the past, or - like Kan's - with the future.

Yesterday and today NHK World is reporting on the newest challenge to the new government--the recent typhoon. Everyone in Japan is waiting to see how the new government handles this new challenge as it continues to address the continjuing problems of hundreds of thousands of its people after the triple crises of the spring.... |

Besides, it is foolish to believe in "leadership" as a solution to any real problem. The exchange of leaders only solves psychological issues that the electorate may suffer from, but in general won't make the nature of the problems change. In modern democratic societies, there rarely are governments that would crucially depend on 'leaders'. Decisions are jointly made by a collective of experts and representatives. A change of face is just cosmetics, nice for onlookers who don't really care for the underlying issues.
