So what you appear to be suggesting is disasters are better handled at the state and local levels ,with fema and the feds providing support after the initial assistance has begun.
This is exactly what occured durning Katrina,EVERYWHERE BUT NEW ORLEANS. N.O. had ZERO state and local assistance before or after Katrina hit. Yet who took the hit,GWB. I only want fairness here, Either POTUS is or is not responsible for the federal assistance in disasters

Exactly. My brother and his wife and daughters have been keeping me informed. They were told at first that their power would be out for at least a month. His power came back on after about 4 days. They rather prefer that FEMA stay out of it because the FEMA agent in that area is a HUGE ass, and is as useful as teats on a boar hog.

I do not deny there was plenty of local incompetence associated with Katrina. There was also major federal incompetence, which would not have been made right even with an effective local response.

One WEEK after Kentucky/Ozarks... more than 400,000 people (4 times as many as NE) are without power and 42 have died so far (more than 10 times as in NE) and Obama did not make declarations for 4 days after the storm began. The NE storm happened Thurs/Fri Dec 11-12, and by Saturday, President Bush had acted, and it was reported about on Sunday.

It all depends on whether their guy is in charge or not. The North east storm in Dec ,GWB was at the helm. So no matter what if all went well it was due to the locals and state. Now that 0bama is at the helm,people are SUPPOSED to fend for themselves and FEMA is no longer the first responder.
