I think(?)that the stupid cows were negligent for being in the road in the first place. 

I think (?) that there should be crossing guards hired by the state to prevent the death by negiligent drivers and negiligent cows.

I think that it was the owners of the cows who were negiligent.  

I think that the reason that animal rights has been so slow is because of the assine efforts of animal rights activists to have memorial crosses posted along highways.
