It seems meditation might be practiced even though the person meditating does not accept God. Just read through this article by Sam Harris:

I am not sure what would be the goal of such secular meditation. Possible stress relaxation?

Yes, the article describes a Buddhist meditative technique ( mindfulness ) and as some Buddhist would tell you, Buddhism is more a philosophy than a religion.
