I don't see what would be the purpose or use. Satellites can do pretty much the same, as far as surveillance is concerned.

As long as they are not armed, the drones do not bother me at all. They cannot fly into my house, my bedroom or my bathroom. The people have no right to expect privacy when they are out in public. That's what the drones are watching.
